Soke with Robert Linnane of Natural Grocers.
His Temp CO is running out and he says it is becuase the church wil not sign the access easement agreement.
He is to send an email requesting an extension to the TCO and to request the City proceed with an easement not signed by the church.
 
I figured I would contact someone who works for the church to get their side of the story.
I spoke with Joe Simons; Architect for the Legacy church parking lot TCL.

He said that Natural groceers did not get permission to build on the church's property and hey placed dirt over 
there and it changed the grading that cost the church more money.

Most likely the church and natural grocers have to work out a private money solution.

Joe is going to call the pastor and get back with me.

I heard back from Joe.
He said the Church and Natural Grocers may have it worked out today.
